This open majlis, or consultation, is held periodically; however, a ruler may also appoint an emir, or wali, to whom concerns may be directed by the general population when necessary. This review adopted a mixed-methods approach and uses a combination of quantitative and qualitative analysis. The exercise involved a self-assessment report prepared by KHDA, a virtual fact-finding mission to Dubai by a team of OECD analysts, and desk-based research. In addition to stakeholder interviews, evidence was drawn from secondary literature, and the most recently available evidence and data, including international and national sources.

For example, the Dubai team was able to incorporate wireframes designed by analysts and other business stakeholders into the workflow using the platform’s drag-and-drop visual development interface. The result was a template that developers could start a project with, knowing it would meet their requirements and expectations of the business teams since they built it themselves. With RapidData as the partner and Mendix as the low code platform, Dubai Municipality team was ready to accomplish the seemingly impossible task of digitizing all the internal and external services in less than a period of two years.
The move towards remote work has numerous benefits, both for employees and organizations — and for the city as a whole.
